What is EIP?

The Early Intervention Program (EIP) is a State funded program for Kindergarten through fifth grade students.  EIP is one of Georgia's educational initiatives to improve student learning.  The primary goal of this program is to offer immediate and direct assistance to help students achieve academic success at their grade level. This is accomplished by placing students with highly trained teachers in various EIP models that support small group instruction.

Students in Cobb County qualify for EIP services based on the following criteria:

Second – Fifth Grades

  • CRCT Level 1 students from spring of previous year 
  • 3% of school enrollment who qualify using the Cobb County EIP Teacher Checklist for that specific grade level in addition to Level 1 CRCT students.

EIP Delivery Models

  • Self-Contained Model – 11-14 EIP students served by a certified teacher all day.
  • Reduced Class Size Model – smaller class size with a sliding scale ratio of EIP students and Non-EIP students served by a certified teacher all day.
  • Augmented Model- Certified teacher goes into a classroom to serve 11-14 EIP students with the regular classroom teacher for a 45-50 minute segment(s). Teachers may stay in classroom and serve EIP students for multiple segments depending on her schedule.
  • Pull-Out Model – Certified teacher pulls out identified students in groups of 11-14 for 45-50 minute segments to assist students obtain the necessary academic skills to reach grade level performance. Teachers may serve EIP students up to 6 segments daily.
  • Reading Recovery Model- First grade students are removed from the classroom for one segment of reading (45 minutes) and served by a Reading Recovery trained teacher.
